The honest answer: because Toptal is good at a different job. Toptal is optimised for "I need a React Three Fiber expert this week for a 3-month contract" — its product-market fit is fractional / contract engagement, and its matching speed is built around that. Recruo is optimised for "I need to hire a full-time senior LLM engineer into my platform team this quarter, the right one, and I cannot burn my engineers' sprint on 25 rounds of first-round interviews". Different product, different price model, different screening bar.

Two structural differences drive the rest. First, Recruo charges a one-time success fee on placement, not an ongoing margin on hourly rate. On a €85K engineer placed for 2+ years, Recruo costs €12.75K total; Toptal's equivalent hourly-marked-up spend over 2 years is typically €40K+ above Recruo total. Compliance — EU AI Act and UK GDPR

If your hiring pipeline touches EU candidates and includes any AI-assisted evaluation, the EU AI Act's Article 6 + Annex III classify that pipeline as high-risk. The Council's March 2026 postponement of high-risk obligations to December 2027 does not change the classification — it only delays the penalty deadline. Enterprise procurement in 2026–2027 will still require documented compliance from vendors, because the deadline-risk appetite of most buyers is low.
