Why DACH demand for RAG engineers concentrates differently than the US market
DACH enterprise RAG adoption is driven by three buyers: financial services automating internal-document workflows under BaFin and FINMA constraints, industrial-automation companies retrieving across decades of technical documentation, and public-sector procurement asking specifically for DSGVO-clean retrieval over German-language corpora. Each of these buyers has near-zero appetite for the typical US RAG-vendor playbook of "ship it on the public LLM API, log everything, optimise later". DACH RAG hires need to think about data-residency, query-time consent boundaries, and EU-region inference deployment from the first sprint, not as a retrofit.
The technical depth gap is real. Bitkom's 2025 Personalbericht counts roughly 4× more open RAG-adjacent roles than active senior candidates inside Germany. Most DACH-local candidates have shipped one or two RAG features inside larger products; the 80th-percentile CEE candidate has shipped three to five with explicit retrieval-quality eval, hybrid search, and structured-data fallbacks. The CEE pool is demographically biased toward engineers from earlier-stage AI companies and DACH-EE delivery centres where retrieval-engineering depth was forced earlier than in domestic-only markets.
Scheinselbstständigkeit and AÜG do not bite for genuine cross-border B2B engagements. The §7 SGB IV dependent-employment criteria — integration, control, exclusivity, business risk, substitution — all fail when applied to a registered foreign sole-proprietorship with multiple clients and its own tools, contracted directly to your German GmbH. AÜG applies only to German-to-German staff leasing. For tighter compliance edges we default to EOR (Remote, Deel, Oyster) in the engineer's home country, removing both §7 SGB IV and AÜG questions entirely. DSGVO posture matters more for RAG hires than for other roles, because the candidate will architect retrieval over data your DPO has explicit views on.
